Abstract

This article analyses out of home care (foster care) programs within a framework of human development and resiliency studies. Despite concerns about the importance of contextual relevance in assessing program development and outcomes, the author argues that a development frame­work allows for the identification of common processes for reducing risk across diverse situations including within both minority world and majority world conditions
